Will it make me break out if my skin is already oily?

No. Oily skin is often caused by over-productive sebaceous glands due to imbalanced skin. Stripping skin of the natural oils will make the glands produce more oil but adding a light oil can help lock in natural oils and avoid oil overproduction.
